Annual leave for outsourced Progressive Wage Model workers to rise from 7 to 10 days from 2029

Singapore's Ministry of Manpower (MOM) announced on July 19, 2026 that outsourced workers covered by the Progressive Wage Model (PWM) will have their minimum annual leave entitlement raised from seven days to ten days, to be implemented progressively from 2029. The change covers five sectors — cleaning, security, landscape, lift and escalator, and waste management — and is expected to benefit approximately 60 per cent of outsourced PWM workers who currently receive annual leave below the enhanced requirement. MOM noted that outsourced workers often cannot access full Employment Act leave entitlements due to the nature of their employment arrangements with service providers.
